Mexico overflight and landing permits.

Mexico treats private and commercial flights very differently, and the line between them is not where operators assume. A private flight carrying paying passengers is commercial, and it needs the authorisation that goes with that.

WHAT CATCHES PEOPLE OUT

Getting the private versus commercial call wrong is the expensive mistake here, and it is usually made in good faith. If anyone aboard is paying for the flight, tell us, because it changes which authorisation we file and how long it takes.
